About Mid-Career Pathways Programme (from 1 April 2022)

The Mid-Career Pathways Programme is a full-time attachment programme which supports mature mid-career individuals aged 40 and above, to widen their professional networks and gain meaningful industry-relevant skills and experience.  The attachments last between four to six months. 

Mature individuals bring with them a wealth of work experience, which host organisations can benefit from by allowing them to undergo training through attachment opportunities. 

Funding Rates for Mid-Career Pathways Programme (from 1 April 2022)

Mid-Career Individuals will receive a training allowance of up to $3,800 per month for the duration of the attachment. The approved monthly training allowance may vary depending on the scope of the attachment proposed by the host organisation. The Government co-funds the training allowance with the host organisation.

Monthly Training Allowance: $1,800 to $3,800

Government Funding: 70% of the training allowance


Eligibility Criteria for Host Organisations (from 1 April 2022)

All Host Organisations must fulfil the following criteria to qualify for the Mid-Career Pathways Programme:

  1. Host Organisation must be registered or incorporated in Singapore*;
  2. Offer attachments ranging from four to six months
  3. Provide clear attachment description(s) and development plan(s) that would provide mature mid-career individuals with meaningful developmental opportunities during the attachment period, subject to approval by the appointed programme manager.
  4. Co-fund 30% of the training allowance for the duration of the attachment
  5. Have the available headcount(s) to hire, and must commit to converting the Mid-Career Individual(s) into employment by the end of the attachment, if their performance is satisfactory
  6. Able to pay same or higher salaries upon early or post-attachment conversion

*Note: This includes Small and Medium-sized Enterprises (SMEs), Multi-national Corporations (MNCs), Trade Associations and Chambers (TACs), Non-governmental organisation (NGOs) and Non-Profit organisations.

Mid-Career Pathways Programme Service Provider

As the Programme Manager for Mid-Career Pathways Programme,  Singapore Business Federation (SBF) has noticed that companies may need help in applying to the Mid-Career Pathways Programme and are prepared to pay for such services.  To help companies to apply for the Mid-Career Pathways Programme successfully, SBF has appointed the following companies as Mid-Career Pathways Programme Service Providers that can provide a fee-based service to assist companies in applying for the Mid-Career Pathways Programme:

Important: Please note that there is no application fee to apply for Mid-Career Pathways Programme 

There is no obligation for companies to use the Mid-Career Pathways Programme Service Provider in completing the application.

Employing the services of the Mid-Career Pathways Programme Service Providers are at the sole discretion of the applying company.  Any associated services fees in employing those services are to be fully borne by the applying company and the fees are not claimable under the Mid-Career Pathways Programme.

Services Offered by Mid-Career Pathways Programme Service Providers
The services that can be engaged with the Mid-Career Pathways Programme Service Providers in assisting your company to participate in the Mid-Career Pathways Programme are listed below:
• Assist company to prepare the required documentation for an Application of the Mid-Career Pathways Programme via SBF's Online Platform.
• Assist company to monitor and post the Approved Role onto the MyCareersFuture Portal (MCF) and download applicant’s CVs from MCF for the posted role.
• Assist company to prepare the required documentation of the appointed mature individual for the approved role for submission via SBF’s Online Platform.
• Assist company to monitor and prepare the required Development Plan documentation of the appointed mature individual for submission via SBF's Online Platform. Submission of Development Plan documentation to be done once every 2 months.
• Assist company to monitor and prepare the required documentation of the appointed mature individual for submission via SBF’s Online Platform should there be a resignation, termination, non-conversion into a Full-time position or a conversion into a Full-time position.
• Assist company to monitor and prepare the required documentation of the appointed mature individual for the submission of claims via the cloud-based Claims and Disbursement system.

Important
We wish to highlight the following important points pertaining to employing the services of Mid-Career Pathways Service Providers:
A. There is no application fee to applying for Mid-Career Pathways Programme.  There is no obligation for companies to use the Mid-Career Pathways Programme Provider in completing the application.
B. The Service Provider’s role is to assist companies in preparing appropriate supporting documentation for submission to SBF for programme application, onboarding of trainees and claims. 
All submissions must be done by the applying company.
C. The fee paid to the Service Provider is for the services rendered by the Service Provider to assist companies in preparing supporting documents required by SBF.
D. Engaging the help of the Service Provider does not guarantee successful approval.

Important Notice for Host Companies of the Mid-Career Pathways Programme
1. Development Plan

Host Organisations are required to adhere to the approved Individual Development Plan for onboarded Mid-Career Individuals, where specific requirements and expectations are clearly stated and agreed between the Host Organisation and individual: 

  • Clear and sufficiently detailed scope of duties in accordance with the job description and position
  • Provide Mid-Career Individuals with meaningful developmental opportunities during the attachment period
  • Development goals that provide meaningful skillsets/experiences to the Mid-Career Individual after the attachment period
  • A structure in place to ensure training – this can include assigning a trainer, having training milestones, or having some form of guided or structured OJT
  • Host Organisations and Mid-Career Individuals must sign off on the development plan every two months.
2. Payment of Training Allowance

Host Organisations are to pay their Mid-Career Individuals fully and on time. Host Organisatons must keep a proper record of all the payment for Mid-Career Individuals’ allowance(s). Payment via cash is not allowed.

3. Additional Payments & Agreements

Mid-Career Individuals on the programme are to be paid only with the approved training allowance stipend stated in the attachment agreement. Please ensure the following:

  • There should not be any separate contractual agreements with the Mid-Career Individual to top up their allowance beyond the approved programme stipends
  • No additional monetary benefits of any kind should be paid to Mid-Career Individual to top up above the approved training allowance
4. Overtime

Host Organisations must adhere to the contractual work hours as agreed by Host Organisation and Mid-Career Individual. Host Organisations are to ensure no additional work time is imposed on the Mid-Career Individual beyond the agreed working hours.

The stipulated working hours of the Mid-Career Individual is stated in Annex A of the Attachment Agreement which the Mid-Career Individual is expected to carry out the duties assigned by their host organisation. It does not include any intervals allowed for rest, tea breaks and meals.

We kindly seek your assistance to ensure proper practices are put into place. Failing to do so will result in the inability to claim for the training allowance.

Role of SBF
SBF has been appointed by Workforce Singapore (WSG) as the Programme Manager for the Mid-Career Pathways Programme. SBF will continue to help onboard interested Host Organisations to bring in Mid-Career Individuals to support their business needs. Approved Host Organisations will also be able to tap on government support during the attachment period in preparation of the economic recovery.
