Council Members
The SBF Council oversees all matters related to SBF. It includes nominated, elected and co-opted representatives, with a minimum of 20 and a maximum of 26 members.
The three local ethnic business chambers – the Singapore Chinese Chamber of Commerce & Industry, Singapore Malay Chamber of Commerce & Industry, and Singapore Indian Chamber of Commerce & Industry – are permanently represented in the Council. Up to a quarter of the Council may consist of representatives from foreign chambers of commerce and industry; up to six members may be co-opted by the Council.
The remaining members comprise representatives of local chambers and member companies.

Mr Douglas Foo is the founder and Chairman of Sakae Holdings Ltd, and President of the Singapore Manufacturing Federation. He has received numerous prestigious accolades, such as the 2004 ASEAN Youth Award and the 2008 Singapore Youth Award (Medal of Commendation). Mr Foo was also named the Rotary-ASME Entrepreneur of the Year in 2002 by the Association of Small and Medium Enterprises (ASME) and the Rotary Club of Singapore. Mr Foo graduated from the Royal Melbourne Institute of Technology with a degree in Business Administration (Finance). |

Mr Yeoh is the Executive Chairman of PricewaterhouseCoopers (PwC) LLP Singapore and a member of the PwC Executive Board for the CaTSH firm, comprising PwC firms in Singapore, China, Hong Kong, and Taiwan. He serves as the Vice Chairman of Singapore Land Authority (SLA) and is also a Council Member of Singapore Institute of International Affairs. He is a member of the Institute of Chartered Accountants in England and Wales as well as the Immediate Past President of CPA Australia, Singapore Division. Mr Yeoh is also currently serving as a member of the Corporate Governance Advisory Committee, recently set up by the Monetary Authority of Singapore. |

Mr Loh Boon Chye is the Chief Executive Officer of the Singapore Exchange. He is also Executive and Non-Independent Director of the SGX Board and a Director of GIC Private Limited. Prior to SGX, Mr Loh held various leadership roles in the financial industry in Bank of America Merrill Lynch and Deutsche Bank. Since 1999, Mr Loh has served in several associations including ACI Singapore – The Financial Markets Association, the Singapore Investment Banking Association, the Institute of Banking & Finance Singapore and the Singapore Foreign Exchange Market Committee. Mr Loh holds a Bachelor of Engineering degree from the National University of Singapore. |

Mr Mark Lee is the Director and CEO of Sing Lun Holdings and Sing Lun Industrial Pte Ltd. He is also a prominent member of the Singapore Chinese Chamber of Commerce & Industry, playing an advisory role to SMEs, as well as extending his network to fellow entrepreneurs. Mr Lee was also the winner of EY Entrepreneur of the Year (Manufacturing) in 2015. He is also Vice Chairman of the SBF Young Business Leaders Network (YBLN). Mr Lee is one of 30 members in the high-powered Committee on the Future Economy that has been tasked to forge a new growth path for the Singapore economy. |

Dr T Chandroo is the Chairman and CEO of the Modern Montessori International Group, which is represented in 16 countries worldwide. He is also Chairman of the Singapore Indian Chamber of Commerce and Industry. Dr Chandroo holds a Doctor of Business Administration from Southern Cross University in addition to a MBA from the University of East London and Fellow of Chartered Institute of Marketing (UK), and is also a Master Trainer in Neuro-Linguistic Programming. Dr Chandroo was awarded the Singapore’s Leading Indian Entrepreneurs for the Year (Large Enterprise) 2009 by SICCI-DBS, Outstanding Entrepreneur Award for the Asia Pacific Entrepreneurship Awards (APEA) 2010, Alumnus of the Year for the Southern Cross Business School, Southern Cross University Australia 2013, Asia’s Most Promising Business Leader Award 2013 and Times Now-ICICI Bank NRI of the Year Award 2014 (Philanthropy), among others. Dr Chandroo is an avid philanthropist and is actively involved in community work. He holds key appointments in various government, industry and community based organisations. |

Mr Cheng Jun has been General Manager of Bank of China (BOC) Singapore since July 2019. He joined BOC in 1991 and held various managing positions including Manager of the Credit and Risk Management Department at BOC London, Head of Overseas Business Division, Assistant General Manager, and Product Director of International Settlement Department at BOC's head office in Beijing. Prior to his appointment as General Manager of BOC Johannesburg, Mr Cheng was General Manager of Global Trade Services Department at BOC Beijing. He is also Chairman of China Enterprises Association (Singapore). Mr Cheng graduated from Renmin University of China with a bachelor’s degree in Economics and Master of Economics. He also holds a Bachelor of Science (Hon.) in Financial Services, awarded by the University of Manchester Institute of Science and Technology. |

Mr Chia Ngiang Hong is the Group General Manager for City Developments Limited and has some 40 years of experience in the real estate industry in Singapore and the region. A much-respected industry veteran, Mr Chia is a member of the Advisory Panel in the Building and Construction Authority Academy and Fellow of the Singapore Institute of Surveyors and Valuers. He is also President of the Real Estate Developers’ Association of Singapore (REDAS), Board Member of the Institute of Real Estate Studies, and Immediate Past President of the Singapore Green Building Council. He presently chairs the Advisory Committee to the National University of Singapore’s School of Design and Environment, and is a member of the Department Consultative Committee. Mr Chia holds a Bachelor of Science in Estate Management (Honours) from the University of Singapore and a Master in Business Administration (Distinction) from the University of Hull, UK. Beyond his contributions to the building and construction industry, Mr Chia is also active in community and grassroots activities and serves as a Justice of the Peace. |

Mr R.Dhinakaran is the Managing Director of Jay Gee Group, which retails international fashion and lifestyle brands. Also known as Dhina, he is currently the President of the Singapore Retailers Association, Deputy Chairman of Skills Future Singapore, Chairman of Audit & Risk Committee, SSG (MOE). He is the Vice Chairman of Hindu Endowments Board (MCCY) and also serves on the Singapore Productivity Centre Board, Future Economy Council Lifestyle Sub-committee, Lifelong Learning Endowment Fund Advisory Council, Payment Council of Monetary Authority of Singapore, Board of Trustees of Singapore University of Social Sciences, SBF Digitalisation Committee, Code of Governance for Town Councils Advisory Panel (Ministry of National Development) and the President’s Challenge Steering Committee. He has also been appointed as a Justice of Peace. He was a Former Nominated Member of Parliament, a Trustee of SIM University Education Fund, member of the SIM Governing Council, Charity Council of Singapore (MCCY) and Vice President of Institute of Singapore Chartered Accountants and Vice Chairman of Singapore Indian Chamber of Commerce. Dhina has leveraged his skills and experience in leading businesses in managing non-profit organisations. Mr Koh is the Chairman of International Furniture Fair Singapore Pte Ltd and the SFIC Finance Advisory Committee and the Chairman of the Local Enterprise and Association Development (LEAD) Programme for SFIC. He is the Vice President of the Franchise and Licensing Association, Member of DesignS as well as Distinguished member of the Presidential Advisory Commission of Design Business Chamber Singapore. He is also consulted by enterprises for turnarounds, recovery and corporate restructuring situations. Mr Wee also serves in a number of committees in various government ministries, charity and academic institutions. |

Ms Yong Hsin Yue has been Managing Director of Kuok (Singapore) Limited since 1 January 2017. Prior to that, she was General Manager of Special Projects focusing on business development for Wilmar International Limited, an agri-business listed on the Singapore Stock Exchange. She started her career in investment banking where she spent 19 years working at Goldman Sachs in Singapore and in London. Her last role was Head of the Investment Banking Division for Southeast Asia with responsibilities for the operations in Singapore, Malaysia, Thailand, Indonesia, the Philippines, and Vietnam. Ms Yong holds an MA in Politics, Philosophy and Economics from Worcester College, Oxford, and an MBA from INSEAD. |
