Council Members

The SBF Council oversees all matters related to SBF. It includes nominated, elected and co-opted representatives, with a minimum of 20 and a maximum of 26 members.

The three local ethnic business chambers – the Singapore Chinese Chamber of Commerce & Industry, Singapore Malay Chamber of Commerce & Industry, and Singapore Indian Chamber of Commerce & Industry – are permanently represented in the Council. Up to a quarter of the Council may consist of representatives from foreign chambers of commerce and industry; up to six members may be co-opted by the Council.

The remaining members comprise representatives of local chambers and member companies.

Teo Siong Seng
Chairman

Mr Teo Siong Seng is a veteran in the maritime industry, and is the Managing Director of Pacific International Lines Pte Ltd, Chairman of the Singapore Maritime Institute’s governing council, and Chairman of the Standard Steamship Owner’s Protection and Indemnity Association (Asia). Mr Teo serves on the councils of various organisations, including the Singapore Chinese Chamber of Commerce & Industry, as well as Duke-NUS Graduate Medical School. He also serves on the board of Business China.

Mr Teo graduated with first-class Honours in Naval Architecture and Ocean Engineering from the University of Glasgow.

Gautam Banerjee
Vice Chairman

Mr Gautam Banerjee is a veteran in the finance industry, and is Chairman and Senior Managing Director of Blackstone Singapore, an asset management and advisory firm. He serves on the boards of various organisations, including GIC Private Limited, Singapore Airlines Ltd and the Indian Hotels Company Limited. He is also a member of the Singapore Legal Service Commission, and the Advisory Board of Yale-NUS College.

Mr Banerjee is a fellow of the Institute of Chartered Accountants in England and Wales, and the Institute of Certified Public Accountants in Singapore. He holds a Bachelor of Science (Honours) degree in Accounting and Financial Analysis from the University of Warwick, and was awarded an Honorary Doctor of Laws by the same university in 2014. Mr Banerjee was a Nominated Member of Parliament from 2007 to 2009, and was awarded the Public Service Medal by the Singapore Government in 2014.

Thomas Chua
Vice Chairman

Mr Thomas Chua is the Chairman and Managing Director of Teckwah Industrial Corporation Ltd. He is the Immediate Past President of the Singapore Chinese Chamber of Commerce & Industry, and Vice President of the Singapore Hokkien Huay Kuan. Mr Chua also serves on several councils, including the National Productivity and Continuing Education Council, the National Wages Council and the Tripartite Panel on Community Engagement at Workplaces.

Mr Chua was awarded the Public Service Medal in 2012. He graduated with a Bachelor of Arts degree from Nanyang Technological University.

Shabbir H Hassanbhai
Vice Chairman

Mr Shabbir H Hassanbhai is Singapore’s Non-Resident High Commissioner to the Republic of Nigeria, and holds directorships of several companies, including Indo Straits Trading Co Pte Ltd, and India-based logistics firm Gateway Distriparks Ltd. Mr Shabbir serves as Vice President of the Singapore Indian Development Association (SINDA)’s executive council, and is Chairman of the advisory board of the NTU-SBF Centre for African studies, as well as a member of the management board at the National University of Singapore’s Middle East Institute. Mr Shabbir also serves as a member of the Finance and Investment Committee of Ang-Mo-Kio Thye Hua Kwan Hospital.

Mr Shabbir was presented the Public Service Medal in 2010, and received the long-service award from the National Council of Social Service in 2011.

R Theyvendran
Vice Chairman

 

Dr R Theyvendran is the Chairman and owner of Stamford Media International, and Chairman of the Singapore Indian Chamber of Commerce and Industry. Dr Theyvendran is Secretary-General of the Management Development Institute of Singapore, and First Deputy Chairman of the Singapore National Co-operative Federation. He is also President of the Tamils Representative Council, which comprises 34 cultural and social organisations.

Dr Theyvendran received the Public Service Medal in 1998. He holds an honorary doctorate degree, conferred by the University of Bradford for his contributions in the fields of education and public service.

Zahidi Abdul Rahman
Vice Chairman

Mr Zahidi Abdul Rahman is Principal Architect at Zahidi AR Arkitek, and sits on the board of several organisations, including the National Library Board, Republic Polytechnic and the Malay Heritage Foundation. He also serves as President for the Singapore Malay Chamber of Commerce & Industry.

Mr Zahidi received the Public Service Medal in 2006, and the Public Service Star in 2010.



Loh Boon Chye
Honorary Secretary

Mr Loh Boon Chye is the Chief Executive Officer of the Singapore Exchange. He is also Executive and Non-Independent Director of the SGX Board and a Director of GIC Private Limited. Prior to SGX, Mr Loh held various leadership roles in the financial industry in Bank of America Merrill Lynch and Deutsche Bank.

Since 1999, Mr Loh has served in several associations including ACI Singapore – The Financial Markets Association, the Singapore Investment Banking Association, the Institute of Banking & Finance Singapore and the Singapore Foreign Exchange Market Committee. Mr Loh holds a Bachelor of Engineering degree from the National University of Singapore.

Deputy Honorary Secretary

Ms Olivia Lum is Executive Chairman and Group Chief Executive Officer of Hyflux Ltd. She serves on several business councils, including the Singapore-Oman Business Council, the Singapore-Zhejiang Economic and Trade Council and the Singapore-Jiangsu Cooperation Council. She also serves on the boards of IE Singapore and ST Engineering Ltd.

Ms Lum graduated with an Honours degree in Chemistry from the National University of Singapore, and was named Ernst and Young’s World Entrepreneur of the Year in 2011.

Lawrence Leow
Honorary Treasurer

Mr Lawrence Leow is Chairman and Chief Executive Officer of Crescendas Group, and Chairman of the SBF SME Committee. He is the Past President of the Association of Small and Medium Enterprises (ASME), and serves as Vice Chairman of the SBF ASEAN Business Group.

A former Nominated Member of Parliament, Mr Leow was named the Rotary-ASME’s Entrepreneur of the Year in 2000.

Deputy Honorary Treasurer

Mr Pek Lian Guan is Chief Executive Officer of Tiong Seng Holdings Ltd, and the Managing Director of Tiong Seng Contractors Pte Ltd. He serves on several boards, including that of Singapore’s Building and Construction Authority and the Singapore Green Building Council. He is a council member of the Singapore Chinese Chamber of Commerce & Industry, and Chairman of the UOB-SMU Asian Enterprise Institute’s Board of Governors.

Mr Pek graduated with a Bachelor’s degree in Civil Engineering from the Loughborough University of Technology in the United Kingdom.

Council Member

Mr Achal Agarwal is President of Kimberly-Clark’s Asia Pacific consumer business and has over 30 years of leadership experience in multi-cultural environments. He serves on the board of various entities of Kimberly-Clark including Kimberly-Clark Lever Ltd, a joint venture with Unilever India.

Mr Agarwal is a board member of the Singapore International Chamber of Commerce, WWF-Singapore, AVPN (Asian Venture Philanthropy Network) and is on the advisory board of the Antai College of Economics & Management, Shanghai Jiao Tong University.

Janet Ang
Council Member

Ms Janet Ang is Vice-President of the Industry Solution Sales Team at IBM Asia Pacific and is a Member of the IBM Industry Academy. She serves on the boards of the Public Utilities Board, InfoComm Development Authority, NUS Institute of Systems Science, National Volunteer and Philanthropy Centre, Singapore Press Holdings and NUS’ Alumni Advisory Board. She is also Board Chair of Caritas Singapore and President of the International Women’s Forum (Singapore chapter).

Ms Ang graduated with an Honours degree in Business Administration from the National University of Singapore, and was awarded the NUS Business School Eminent Alumni Award and NUS Distinguished Alumni Service Award in 2014 and 2015, respectively.

Rachel Eng
Council Member

Ms Rachel Eng is a veteran lawyer, and Deputy Chairman of WongPartnership LLP. Ms Eng serves on the board of the Singapore Accountancy Commission and the Advisory Board of the Singapore Management University School of Law.

Ms Eng was admitted to the Singapore Bar in 1992, and that of England and Wales in 2001.

Council Member

Mr Douglas Foo is the founder and Chairman of Sakae Holdings Ltd, and President of the Singapore Manufacturing Federation. He has received numerous prestigious accolades, such as the 2004 ASEAN Youth Award and the 2008 Singapore Youth Award (Medal of Commendation). Mr Foo was also named the Rotary-ASME Entrepreneur of the Year in 2002 by the Association of Small and Medium Enterprises (ASME) and the Rotary Club of Singapore.

Mr Foo graduated from the Royal Melbourne Institute of Technology with a degree in Business Administration (Finance).



Gan Seow Kee
Council Member

Mr Gan Seow Kee is the Chairman and Managing Director of ExxonMobil Asia Pacific Pte Ltd. He has held several key management roles within the company since he joined ExxonMobil in 1979.

Mr Gan obtained his bachelor’s degree in engineering (with honours) from the National University of Singapore and is a Fellow with the United Kingdom Chartered Institute of Management Accountants. He is currently a board member of International Enterprise Singapore.



Rolf Gerber
Council Member

Mr Rolf Gerber is Chairman of LGT Bank (Singapore) Ltd. With over three decades of experience, he is a veteran in the finance industry. He is also the Immediate Past Chairman of the Singapore International Chamber of Commerce and holds an MBA degree from the University of Basel Switzerland.

In 2010, Mr Gerber was conferred the Public Service Medal by the President of Singapore for his service in various Singapore government-led councils, including the Securities Industry Council, Economic Review Committee and Board of Commissioners of Currency.


Dwight Hutchins
Dwight Hutchins
Council Member

Mr Dwight Hutchins is the Asia Pacific Managing Director of Strategy Consulting - Products at Accenture, and Chairman of the American Chamber of Commerce in Singapore.

Mr Hutchins holds a Masters in Public Administration from the Kennedy School of Government at Harvard University, a Masters in Business Administration from Kellogg at Northwestern University, and a Bachelor’s degree in Chemical Engineering from the University of Tennessee.

Mr Loh Chin Hua is the Chief Executive Officer and Executive Director of Keppel Corporation, and is Chairman of several companies within the Keppel Group including Keppel Offshore & Marine Ltd, Keppel Land Limited, Keppel Infrastructure Holdings Pte Ltd, Keppel Telecommunications & Transportation Ltd, Keppel Capital Holdings Pte Ltd (Keppel Capital), the Group's asset management division; and Alpha Investment Partners Ltd, the real estate investment fund management arm of Keppel Land Limited. He also holds directorship in Keppel FELS Limited and Keppel Shipyard Limited.

Mr Loh is a Colombo Plan Scholar and Chartered Financial Analyst. He graduated with a Bachelor’s degree in Property Administration from Auckland University and obtained a Presidential Key Executive MBA from Pepperdine University.

Mr Meng Fanqiu is the Chief Executive Officer and Executive Director of China Aviation Oil (Singapore) Corporation Ltd. He also holds the position of President of the China Enterprises Association (Singapore) and concurrently serves as a Board director of the Investors Relations Professionals Association as well as a founding Board member of Nanyang Technological University's Centre of Excellence (International Trading).

Honoured as an “Elite Civil Servant” by the Civil Aviation Administration of China, Mr Meng holds a Bachelor of Law (International Economic Law) from China University of Political Science and Law as well as Master of Business Law from Renmin University of China. He also holds an APAC Executive Master of Business Administration from the National University of Singapore and is a qualified legal attorney and corporate legal advisor in the PRC.

Mr Takuya Okada is the Chief Operating Officer and Head of Asia & Oceania Mineral Resources, Energy, Chemical & Electronics for the Singapore Unit of Sumitomo Corporation Asia & Oceania Pte Ltd. He also serves as President for the Singapore Japanese Chamber of Commerce and Industry.

Mr Okada holds a Bachelor’s degree in Economics from Osaka City University.

Mr Stefano Poli is President and Managing Director of SIAE Microelettronica Asia Pacific and President of the European Chamber of Commerce in Singapore. He is also Managing Partner of Antaeus, a boutique consulting firm, and Vice President of Accademia Italiana della Cucina of Singapore, Malaysia and Indonesia. Mr Poli is a member of the Aspen Institute Italia overseas talent community.

Mr Poli graduated with a Masters in Materials Engineering by Trento University, Italy.

Mr Augustine Tan is the Executive Director of the Property Sales Business Group & Corporate Affairs at Far East Organization, and serves on several high-level executive committees within the Organization. He is also President of the Real Estate Developers' Association of Singapore and Board member of the National University of Singapore’s (NUS) Institute of Real Estate Studies.

Mr Tan holds a Masters of Business Administration from the University of Birmingham, United Kingdom and a Bachelor of Science in Estate Management from NUS.

Mr Andrew Tjioe is the founder and Executive Chairman of TungLok Group, and President Advisor of the Restaurant Association of Singapore. Mr Tjioe serves on the board of SHATEC Institute, and is a member of the executive committee of the Franchising and Licensing Association of Singapore.

Mr Tjioe was named Ernst and Young’s Entrepreneur of the Year in 2011 and Wine and Dine’s Restaurateur of the Year in 2011. He graduated from Oklahoma State University with a degree in Business Administration.



Yeoh Oon Jin
Council Member

Mr Yeoh Oon Jin is the Executive Chairman of PricewaterhouseCoopers (PwC) LLP Singapore and a member of PwC Executive Board for the CaTSH firm, comprising PwC firms in Singapore, China, Hong Kong and Taiwan. He serves on the board of Jurong Town Corporation and is a member of the Institute of Chartered Accountants in England and Wales, Vice President of CPA Australia, Singapore Division, as well as the Treasurer of Singapore Institute of International Affairs.

Mr Yeoh graduated with a First Class Honours (Accounting) from the University of Birmingham, England, and is a prize winner of the Institute of Chartered Accountants of England and Wales professional exams.
