SBF Milestones

Late 1990s

Amid the rapidly changing global economic and business landscape, the Singapore Government, in consultation and with the support of business leaders, called for a more comprehensive organisation and representation of the local business community.

The SBF Act was established with the passing of the Bill in Parliament by Minister for Trade and Industry, Mr George Yeo.

The Singapore Business Federation (SBF) was founded and officially launched by Prime Minister Goh Chok Tong.


Mr Stephen Lee, then President of Singapore National Employers Federation (SNEF), was concurrently appointed as SBF’s Founding Chairman. He served for three two-year terms from 2002 to 2008.


Mr Lee Hee Seng was appointed as Founding Chairman of SBF’s Board of Trustees, together with Mrs Theresa Foo and Mr Sat Pal Khattar as founding members. Mr Koh Juan Kiat, SNEF’s Executive Director, served concurrently as SBF’s Executive Director.


During this time, Mr Sat Pal Khattar succeeded Mr Lee Hee Seng as Chairman of the BOT and Mrs Fang Ai Lian joined the Board as a member.

Mr Tony Chew took over from Mr Stephen Lee as SBF Chairman.

The SBF-led SME Committee (SMEC) was formed to look into the needs and concerns of Singapore’s small and medium enterprises, with Mr Lawrence Leow appointed as SMEC’s Founding Chairman.

SBF celebrated its 10th anniversary with a series of signature events and activities, including a dialogue with Emeritus Senior Minister Goh Chok Tong. The celebrations culminated in a gala dinner graced by President Tony Tan Keng Yam as Guest of Honour.

Mrs Fang Ai Lian was appointed as BoT Chairman and Mr Lucien Wong joined the Board as a member.

SBF Foundation was launched by Prime Minister Lee Hsien Loong. The Foundation aims to encourage, enable and enhance the business community’s contributions to the social, vocational and educational upliftment of all in Singapore.

Mr Tony Chew was succeeded by Mr SS Teo as SBF Chairman after serving for three two-year terms.

The SBF Position Paper for a Vibrant Singapore was presented to the Singapore Government, calling for a deep review of the country’s economic strategies and new responses to emerging business challenges and opportunities. The landmark initiative involved more than 70 prominent business leaders, academia and the media.

SBF celebrates its 15th anniversary. To better serve its members, SBF moved to its new home at SBF Center, occupying three floors with naming rights gifted generously by Far East Organization.
