APEC Customs Business Dialogue 2009

Programme Details:
Each year, the Asia-Pacific Economic Cooperation (APEC) organises the APEC Customs-Business Dialogue (ACBD). As the APEC region contributes to over 40% of world trade1, the ACBD is an important annual event to promote open communication and understanding between Customs and Businesses in the region. The ACBD provides an excellent opportunity for Customs administrations and Businesses to come together and discuss issues related to trade facilitation in the APEC region.

This year, the ACBD will be held on 1 August 2009 in Singapore at the Grand Copthorne Waterfront Hotel. The keynote address will be delivered by Mrs. Lim Hwee Hua, Minister, Prime Minister’s Office, Second Minister for Finance and Second Minister for Transport of Singapore. The ACBD will touch on the following themes in three sessions.

(1) Harnessing IT for Regional Trade Facilitation: Trade facilitation is a key factor for economic development and involves the simplification of procedures, such as the elimination of voluminous paperwork which hinders the movement of goods across borders. Technology is instrumental in allowing for expedited goods clearance while ensuring that effective controls are in place for security and revenue protection. Speakers for this segment include representatives from the APEC Single Window Working Group, Korea Customs Service, Singapore Customs and the private sector.

(2) Securing and Facilitating the Asia-Pacific Supply Chain: The supply chain is increasingly complex in today’s trading environment. A secure supply chain will help mitigate the risks of disruptions to trade due to security breaches and ensure the continued flow of legitimate goods. While there may be initial costs involved to secure the supply chain, Businesses will reap overall benefits because of the facilitative measures granted to them as committed and responsible partners to the supply chain security. Speakers for this segment include representatives from the World Customs Organization (WCO), Japan Customs and Tariff Bureau and the private sector.

(3) An Open and Transparent Relationship between Customs and Business: Customs and Businesses may have different objectives, but both should work together to achieve common goals for mutual benefits by maintaining an open and transparent relationship. Speakers for this segment include representatives from the International Chamber of Commerce (ICC) Asia, Conference of Asia Pacific Express Carriers (CAPEC), Hong Kong Customs and Excise Department, Peru National Superintendency of Tax Administration (SUNAT) and the private sector.

Participation at ACBD 2009 is open to both the public and private sectors of APEC member economies. Registration is free.
